Some state universities or colleges do.
Also, there are colleges that Do NOT have an open door policy for their day division, but for the evening div they do.
You won't go wrong to go to a CC forthe first year. You can take a samply of courses.
For example, you might want to major in English. So, take a course in English. After a year, you decide English is not your thing. But you have to takeEnglish anyway,, so you lost nothing.
I found CC faculty will bend over backwards to help you, but you must show a willingness to help yourself too.
This also applies at 2 year campuses of
State Universities, which offer 4 year degrees.

Come to New Zealand. Our universities have an open policy once you are over the age of 20. This is to undergraduate arts and science degrees. Professional schools such as Law and Medicine have strict entrance criteria.
England's Open University also has an open admission policy for adults.
