Your vehicle is under warranty, take it to a dealer and get it fixed for free.
I would guess, that the nut that tightens the wiper arm onto the shaft is loose. You could pry the cover open and tighten the nut.
But why take the risk of messing it up, when you don't have to. It shouldn't take the dealer long to tighten it.

This is really a safety device. If one of your wiper arms is stuck or frozen to the windshield, the force of the motor trying to turn the arm will loosen the nut and let the shaft turn without moving the stuck wiper arm, but allowing the wiper to continue working.

1st. Sounds like wiper arm nut is loose. Try to tighten.
2nd. If wiper arm nut is tight and shaft to arm is stripped you should see the shaft rotating inside the wiper arm and wiper not moving. If this is happening remove nut and pull arm off and put some loctite on shaft and reinstall wiper arm and tighten nut. This should correct your problem.
3rd. Being a 2007 model you should take to dealership warranty.

did you try to use your wipers when they were frozen to the windshield this winter?
you probably stripped the shaft that hold the wiper arm.
raise the wiper arm(with the ignition off) and gently try to move it.
if it moves, that's more than likely your problem. if you remove the wiper arm, you may be able to see where the knurled knob is no longer tight on the shaft. an auto parts house can help you with this.

on my sun fire my wiper arm did not work and i found out that the 2 arms were connected by a transmission arm made of plastic.
it could be that it broke so one side will work.
try your dealer, it should be under warranty.

you do not want to know the price to fix it.

on my sun fire it cost me $300.00

Haynes Manual
What you do is get the Haynes Repair Manual for your Year and model of vehicle at Auto Zone, or another automotive repair shop. The manual will show you what and how to do the repairs.
