However long they spend on chores they get to use the computer. (But I determine how long they were ACTUALLY doing chores, and not just "pretending to do chores")
That is just for "playing" on the computer thouhg. If it is a school project on the computer they have as much time as needed--but are closely monitored to make sure that they are actually working.

30 Min's. Same for video games. I also had to read for TV time. 5 mins reading equal 5 mins TV time. I was 10 ten years ago, I don't know how much has change for kids.
