On the Bottom of leaves, unless they are aquatic plants, they go on the top. They go on the bottom as to help protect them from direct sunlight as to help retard water loss. In aquatic plants they don't have to worry too much about water loss, and can't transfer gasses to well if the stomata were in the water.

i think the main reason is because stomata are mainly for gaseous exchange. if they were on the top they would mostly let out all the water they want to keep. The sunlight hits the top surface so keeping the stoma under, they are shaded and so function more efficiently. also, the top of the leaf has more of a thick waxy cuticle. this is mainly to prevent water loss - if the underside had this too, it would be very difficult for the stoma to exchange gases

On the lower epidermis in between guard cells.
The guard cells regulate the opening of the stoma, which regulates water loss and gas exchange.
This is an advantage to plants that may be exposed to harsh conditions, such as conifers.

for the aquatic plants on the upper side. as they need to loose water in a more regular basis becaz u know why, they are in the water.
