i think it depends on the weight of the decision and the importance of truth at that moment. when a court sentences someone to death then even if someone is only 1% unsure of guilt, there is reasonable doubt due to the enormity of the consequence. but if you are let's say wondering how many puppies could fit in you hat, then being off by one or two poses little danger :)
