Why did twin peaks turn so crappy during the 2nd season?

Did they really want that sitcom soap opera feel? Garbage.

Virtually all shows become melodramatic. The writers can only put the characters through so many 'situations' and 'crises' before it becomes way too contrived.

I blame BOB. He clearly took over the souls of the writers and made them write incredibly awful dialogue.
