Since the first year gift is paper I made my wife a cheque for our first anniversary present. I created a 'fake' cheque from the "Bank of Cupid tlc" and made it payable to my wife (obviously) and paid the sum of "All my love" and placed heart icons in the figure section.
For the numbers on the cheque I used combinations of our birthdays and our wedding anniversary date.
I spent some time putting it together using various programs to make it look nice and printed it on pink paper and sprayed a little of her favourite perfume on it. I then took her out to lunch and when the time came to pay the bill I place my cheque on it and passed it to her; I then paid my bill properly afterward - lol.

this has nothing to do with paper, but on my husbnad and I's 1st anniversary we didn't have much money at the time and I made him a CD with all songs that reminded me of each other. Inside joke songs, or some love songs... he really liked it. I just put in the cd player and he wasn't aloud to see what songs were on there and we went through each one.
HAPPY ANNIVERSARY!

Enlarged or nice-sized Wedding photo in a nice frame, or they have a new proceedure for making a painting out of any photo, which makes a unique gift.

Write him a sentimental love letter. Make him a Rose out of construction paper and spray his favorite perfume on it. If you want to go extremely bizarre you can make some homemade lingerie out of paper. LOL
