There's a large amount of soap scum all throughout the dishwasher and especially on the sprayer holes. All the soap scum has built up to a point where at the end of the wash cycle, even after drying cycle, there's still a large amount of water pooling at the bottom of the dishwasher. Any help on how to resolve this issue and possibly prevent it from happening again?

That is not soap scum because you never put soap into a dishwasher (at least I hope you don't). You use a dishwashing detergent that does not make soap scum because it isn't soap.

You might be getting lime deposits from hard water. There are acid-based dishwasher cleaners made to remove those lime deposits. You run through a cycle without dishes using that cleaner. You could also use vinegar in it as a lime-dissolver by running an empty cycle.

Superfine steel wool, like the only with 4 zeros. attempt it on a small section first. I do all styles of glass artwork and that i exploit this to get stuff off glass and tableware...i do no longer see scratches from it yet back, attempt it on a small section or something you do no longer care approximately first.

get a gal. of vinegar and run it through your dishwasher on the longest cycle

use lime away or clr in mach. with it empty. pooling of water is common in mach.
