There is a difference. Flirting with a woman may be a man's only knowhow of communicating with the fairer sex. It isn't uncommon that the friendly response is totally casual. But, if flirting works for attracting a potential friend, it may advance into sexual innuendo. This natural progression is detrimental in so many instances of western civilization, but paramount to successful relationships in less media-centric regions.

In my opinion, there IS a difference!!!
Flirting = a Tactic.
Coming onto you = a Goal.
There are many people who flirt, who don't necessarily want to come onto somebody. For many people, flirting is just fun.
Coming onto you means he's interested in you (and not necessarily for the most noble of reasons), and acting in that direction - and ONE of the ways they may be coming on to you is through the use of flirting.
