Well the whole series originated as a manga and the story line of both are from the manga.
In terms of production, Rurouni Kenshin was created first, and then the first OVA and movie was created and then years after the completion of the Rurouni Kenshin TV series the final OVA came out (OVA's being what ADV sold Rurouni Kenshin under the name Samurai X).
Story wise, Samurai X/ Rurouni Kenshin OVA the first Tsuiokuhen tells the beginning tale of Kenshin, the Rurouni Kenshin TV series tells the middle of the story and the final OVA Seisohen tells the end of Kenshin's tale.
Techinical Time line:
Rurouni Kenshin TV series: Started January 10th 1996 till September 8th 1998.
Samurai X Movie (Rurouni Kenshin TV based movie) released in 1997 (December 20th)
Samurai X: Trust and Betrayal (Rurouni Kenshin OVA: Tsuiokuhen) released: in 1999
Samurai X: Reflections (Rurouni Kenshin 2nd OVA: Seisohen) released: in 2001

Samruai X :Trust and Betrayal are Prequel OVA
Samurai X: Reflection is and OVA sequel
Samurai X : The Movie is just a movie
but yeah Rurouni Kenshin came first.

Well, isn't it the same? But if you say Samurai X OVA series, then I would say Rurouni Kenshin anime series came first.

probably ruroni kenshin, since most anime are directly named after their manga, and there is almost always a manga that leads to the anime.
