"Who is drunk right now?" is actually one less word than, "Who is NOT drunk right now?" So, based upon that reasoning and the fact that it is less work to type in one less word, I'd have to say that the answer is no.

Not drunk. Ever since my fiance moved in with me, I'm not allowed to have more than 2 beers a day, except during football season, March Madness, and the World Series.

Ask what you may, but you may not get a truthful answer. So what would be the purpose of asking when the ones who are drunk will probably say they are not?
