You know, I swear that I saw the exact same thing in my early pregnancy. I have seen questions like this before and people say no... but I know what I saw and it never happened before I got pregnant. It was very cool.
So I say yes, some people can see their belly moving up and down in that way.

If it's the tiny, rythmic movement that I think you're talking about, it's not the baby at all. It's your own heartbeat. With the skin of your belly stretching to fit the baby, your veins and arteries are closer to the surface than they were before, and you can feel your pulse there. When you get further along, you can even see it in come places. For me, I could see it in this one spot off to the right of my bellybutton almost everytime I lay down.
And yes, the baby can still have his feet in your ribs when he's dropped. They have this contortionist ability to somehow be able to fill all the space alotted to them in the most uncomfortable way for you. Unless of course the baby is breech, like my son was. Then instead of two little feet, you have a big round head in your ribs!

You have many layers of tissue, skin and fat so no hun, you are not feeling the babies heart beat.
You have two arteries running down the front of your stomach. As the baby gets larger they are pressed like when you press on your wrist to check your pulse.
And oh yes, the baby being longer then 16 inches to 24 inches he stretches and gets under there. But normally the last two weeks he or she has got to big to move as easily and the uterus will not stretch as much.

I can feel the heartbeat if I lean over and the baby is pushing on my jeans real tight. That is not necessarily the actaul heartbeat.. the heartbeat also pulses through the umbilical cord... If you baby has dropped I dont think the feet would be in your ribs unless he is streching out, but not while sleeping

I have wondered the same thing, as I have felt a pulse in my tummy too. But I don't think it is the baby's heart beat - the baby's heart would beat more than twice as fast as your own. You may actually be feeling your own pulse - you do have one there!
I am not far enough along to feel feet in my ribs yet, but my sister's baby always put its feet in her sternum!

You have two arteries running down the front of you stomach. You are most likely feeling your own heart beat. You can count how many beats you feel per minute. If it is your baby's, than it should be about 150. If it is yours, it should be about 60-100.
Be glad his feet aren't kicking your cervix! I bet they can be up in your ribs. But not sure.

No, you can't feel or see their heartbeat. What you're feeling and seeing is simply fetal movement. It can be hiccups. Or it can be the baby kicking and punching. And sometimes it's just little quivers for no apparent reason. But it's not their heartbeat. And, yes, their feet can still be pretty high even after they've dropped.

Your aorta ( major blood line) on your stomach can be felt easily and it has a very strong pulse. You could be mistaking this for the baby.

you most likely felt your baby's heart beat.
if your baby is in the normal position -not breech- his feet will be near your ribs. he could be stretching or a long baby.
all of this is normal. quit worrying.
