Eo - (epsilon not) electric permativity of space
Uo - (mu not) magnetic permativity of space
this is derived from Maxwell's modification of Ampere's law as it expreses how quickly the flux of an electric field affects the magnetic field (a relatavistic correction of an electric field). You'll have to be pretty sharp to get all this.
In actuallity the speed of light is c/N where N is the index of refraction of the material that light is being transversed over.

186, 282.397 miles per second but ONLY in an absolute vacuum. Since there's no such thing as a total, absolute vacuum, the actual speed of light is slightly slower.
