1890, Wounded Knee Massacre, slaughtered helpless men, women and children on the plains of the old west.... the last spark of resistance from the ghost dance spelled doom for the natives....not until the occupation of Alcatraz Island in 1969 did the Natives come back from the effects of manifest destiny.

The Idea of Manifest Destiny is not about just expansionism, but its the idea that the United States has a destiny to dominate politically, culturally, socially.
But the idea of Manifest Destiny has taken on different forms - first it was the belief that God had given the U.S the right to spread freedom and democracy. And it has taken on different forms from stopping terrorism / communism, to stopping repression, and spreading democracy.
We could say that the U.S achieved Manifest Destiny after it defeated the Spanish and acquired the Philippines - thereby giving the U.S control of the Pacific. But we could also say it was achieved after World War 2 - when the U.S acheived dominance in Europe and established global pre-eminience.
But You could also say it was achieved when the U.S became the Sole global superpower after 1989. But if the U.S achieves dominance in the Middle East - then has it achieved Manifest destiny.
Manifest destiny still exists in U.S foreign policy today.

Also, that was the year of Wounded Knee...
One could argue it was actually closed a bit before that when the transcontinental railroads were built and completed (first one completed in 1869 - http://en.wikipedia.org/wiki/Transcontinental_railroad#United_States
) since they allowed the US to project force across the continent.
