If I have a morning flight to catch,, I usually go to Ueno Station and there is Narita Express train going to Airport Terminal, the station opens at around 5:00 am.
.All Narita Express trains serve Narita Airport Terminal 1, ... The price of the Skyliner from Ueno Station to Narita Airport Terminal 1920 yen for one way..it takes about an hour or less...
From Chiyoda-ku, from the station you can ask how you will get to Ueno Station and what line you need to take, it is easy to know the direction there because they have English instructions on getting to your destinations.
Hey, Hans.. thanks for pointing out between Skyliner and Keisei Line, I might not aware which one, but I do know one of these was the express I did take..

You can take either the Narita Express from Tokyo station (about 1 hour to Narita and a little less than 3,000yen) or the Keisei Skyliner from Ueno station - which has already been suggested. Also, if you are in (or near) Chiyoda-ku, some of the major hotels should have stops for the limousine bus service to Narita. This would also cost about 3,000 yen.

I agree with NY, the best way to the airport is from Ueno (or Nippori). But to confirm it is the Keisei line not the Narita express.
Your flight leaves at 9:00am? so you want to get to the airport around 7:00? At that time of day there are no skyliners so you'll need to take a normal train, slower but cheaper, only 1000 yen.
There is a slow train from Keisei Ueno at 5:23, arriving at 7:00 or one leaving at 5:03, arriving at 6:40.

HI! I am Japanese.I lived near Chiyoda-ku.
I konw how to get to Narita in early morning.
Do you know TCAT? TCAT is Tokyo City Air Terminal where is at
SUITENGU STATION,HANZO-MON LINE. It will take to SUITENGU from Chiyoda-ku for 15-20 minitues by subway.
you can get the Bus to Narita at TCAT.

If you are staying at a hotel in Tokyo, most of the bigger ones have express buses to Narita pretty regularly. Just ask at the front desk. They will surely have the schedule.
That is what I use when I stay in Tokyo.
