How:
You need to apply to become a 501(C)3 not for profit organization. There are "Grantwriters" out there who will write you up a Grant-letter to send to different arrays of sponsors. However, they are rather hard to find, and usually are within the university level. Your best bet is to try and find a grandwriter OR look for sample grant-letters and create one of your own, generate a list of organizations/corporations you wish to send it to to make a donation (your list should be near 1000 to get a decent response) while applying to the IRS for becoming a 501(c)3 recipient. There are also companies which will do this for you for a fee, for example: "http://www.501c3.org/501c3_process.html?clickad=d17705" will do the process for you. Except for the grantwriting and such.
Grant money from the government will not be a lot (maybe under $10k), and it will mostly come in the form of tax exemption from the IRS. Usually you need to come up with a facility, apply for IRS 501 exemption, then gain the status. Then after that you can send out your grant letters.
Another tactic is to write a grant letter asking for donations to start a not-for-profit organization. Local community organizations are more likely to respond than national organizations. it would be nice to get the homeless people off the side of the highway when im on the way to a tigers game. your very nice =] i have no idea what to do though

you need to get permission fromthe city zoning to open one first then you can write grant proposals - but most likley you will not get it
