I'm building an Electric Vehicle, and am torn between using the Gerrman PMG-132 permanent magnet motor -vs- a Series DC motor of the same Horsepower. I need a maximum of 3000rpm under load.

Permanent magnet motors are much better than series DC motors. The field windings are made from rare earth magnets and are not only very strong but also much lighter than wire windings. The permanent magnet motor will be stronger, smaller and lighter than the conventional motor.

That depends upon the size of the motor. Smaller motors work better with permanent magnets. Large motors work better with windings. It's tricky to say what is a large or small motor. New technology has made permanent magnet motors bigger and wire wound motors smaller. Check the specs on the motors. Good luck!
