Probably, the scroll feature was disabled in Mouse Properties. To resolve this problem, you need to enable the scroll feature. Before you enable this... you need to ensure that "Apoint.exe" is enabled in Startup. To do so... follow these steps:
For Windows XP OS:
1. Click Start and select Run.
2. In the Open box, type MSCONFIG
3. Press Enter key on the keyboard.
4. In the System Configurationa Utility box, click the Startup tab.
5. Here, check whether Apoint.exe entry is available or not. If the entry is available, select the check box beside it.
If Apoint.exe is already enabled (selected)... then dont make any chanages.
6. Click OK and restart the notebook.
After restarting the notebook, perform the following steps to enable the scroll feature:
1. Click Start and select Control Panel.
2. Double-click the Mouse icon.
3. This will open the Mouse Properties Window.
4. Click the Gestures Tab
5. Click the drop-down button for "Right Corner Assign:" and select Auto Scroll.
6. Now, click to select "Use vertical Scroll Function"
7. Click the Tapping Tab
8. Select the check box Tapping to enable it.
9. Click Apply and Ok.
This should resolve the problem.

Ask him to tell you exactly what you did to it, remember do *not* accuse him of breaking it, that will piss him off to no end. After you know that come back and post here so we can try and figure out if that is even related to your current issue. Also check the drivers for you touchpad
From the start menu select Start -> Settings -> Control Panel. Click on the System icon and then from the System Properties window select the Hardware tab, then click on Device Manager. This lists all the devices as shown in figure 1.
If there are any yellow exclamation mark "!" next to any of the listed device, it means that no drivers or incorrect drivers has been loaded for that device. Your hardware should come with manufacturer supplied drivers. You need to install these drivers using automatic setup program provided by the manufacturer or you need to manually install these drivers. If you do not have the drivers, check the manufacturers website to download them.
To install a driver manually use the following procedure:
(a) From the device manager double click on the device containing the exclamation mark.
(b) This would open a device properties window.
(c) Click on the Driver tab.
(d) Click Update Driver push button. The Wizard for updating device driver pops up as shown in figure 2.
You now get two options. The first option provides an automatic search for the required driver. The second option allows you to specify the location of the driver. If you don't know the location of the driver choose the automatic search which would find the required driver from the manufacturer supplied CD or Floppy disk. Windows would install the required driver and may ask you to restart the system for the changes to take affect. Use this procedure to install drivers for all the devices that contain an exclamation mark. Windows is completely setup when there are no more exclamation marks in the device manager.

You should have called Dell for the support. They would have walked you through restoring the computer. Chances are the drivers for the touchpad are not installed. They will need to be reinstalled for the device to work properly.

Go to control panel and find Touchpad. Search for options and edit them according to your taste.
Also check your scroll lock on your keyboard.

Perhaps check whether your Numeric lock has been turned on. It may be named Numlk or Scrlk on laptops. Look for it and try pressing it and try scrolling again.
