I can't really explain very much but I have always learned it's because of a recessive allele. Normal Skin pigmentation could be shown for example AA or Aa. While Albinism is aa. The little a's a re recessive and the big A's are dominant.

It is recessive in rats; I don't know about other species.
Every albino rat is PUREBRED for albinism. If two albinos mate, all their offspring will be albinos.
If an albino rat mates with a PUREBRED hooded rat, all offspring will be hooded, because the hooded allele is DOMINANT and the albino allele is RECESSIVE. But they will all carry the recessive albino allele and can pass it to their offspring. They are HYBRID hooded/albino.
If 2 hybrids mate, 1/4 will be albino/albino purebreds; 1/4 will be hooded/hooded purebreds; and 1/2 will be hooded/albino hybrids, and they will be hooded. You can't tell by its appearance whether a hooded rat is purebred or hybrid.
If the math puzzles you, take 2 coins and flip them. Heads represents hooded, tails represents albino. If you flip 2 coins, and you get heads/heads, you have a purebred hooded rat. If you get heads/tails, you have a hybrid hooded/albino rat, and its appearance is hooded. If you get tails/tails, you have a purebred albino rat. 3/4 of the offspring of 2 hybrid rats will be hooded, 1/4 will be albino. 1/4 of the offspring (1/3 of the hooded offspring) will be purebred hooded, and 1/2 of the offspring (2/3 of the hooded) will be hybrid hooded/albino.
(These proportions will not hold true in every litter of rats, but on the average it will come out this way. Just like flipping coins.)
