This pavilion "closed" in 2004. Since then, attractions in this pavilion have only been open seasonally, or for special events. I'm not sure as to why they have it opened seasonally. Typically, when Disney does this, it is their way of slowly phasing out older attractions to make way for new ones. And at EPCOT, that is a good possibility, considering it is supposed to represent the community of tomorrow.
