Yah, you need an ipod to use Itunes but you can use itunes on your computer without an ipod.
I really don't like itunes, so I'm going to buy the Creative Vision: M 60gb because it's play for sure file access, meaning I can create folders of whatever I want and organize my music however I wish without a program like itunes.
For the most part, people like itunes.

IPods need ITunes, but ITunes do not need IPods. It will only function as a music player for you, but it will not upload songs onto your MP3 player.
