Im assuming you have red bellies. First, red bellies are VERY skittish fish and are so scared that they wont move much. If you have logs, plants, etc. it is very common for them to establish their territory and sit there trying to protect it. Also, IMO, you should add at least another two fish to your tank and build a shoal as they might try to kill each other off in a fight over territory. Red bellies also are more active as a group than solitary fish.
My red bellies sit during the day and swim more freely at night. Try getting a "moon light" to see how active they are at night. For more info. Check out Piranha-fury.com as that is a great site for your prianha questions.

Probably not except for the fact that piranha are schooling fish and prefer to be kept in a larger group. They are probably just trying to hide.

first off, when u feed piranhas and u want them to be aggressive, u have to kinda starve them for a day then when u feed them, they go psycho over the food.
trust me i know, i had piranhas

What kind of piranha? How large are they? How big is your tank? Do you have dim lighting? Any hiding places for them? Plants?
