There are some agencies in Manila who can help her. But first, go to the Japanese embassy to get a referal. At present, I know that the Japanese embassy would refer her case to Maligaya House.

Is she Japanese as well? Either way perhaps she can visit the Japanese Embassy and get some help. I know nothing about Manila personally.

are you in japan? why did you mention japanese? im sorry, i have to be pedantic

anyways, it depends on what she wants

1) she can get legal advice from the government or welfare groups which is usually the case in western countries

2) if she wants a divorce- she should try and get one from a court if her husband has truly abandoned her. if she has moved to manila (phillipines right?), then .... hmmmmm i dunno
dont do anything without advice though - its an easy way out but you may miss some benefits

3) if she needs support, she can get some welfare, but if she wants the government to make her husband to pay maintenance, then that might be tricky if he happens to be somewhere else- like another country- otherwise it should be easy to get him in a law suit- some law firms give free legal advice- there are also legal aid services that give free advice either in their centre or over the phone

go to the local library or local council and ask for information; ive had contact with people from the phillipines- their legal system is similar to mine- thats your best bet- local library- as they usually give info on legal access through pamphlets or there may be books inside it - just ask the librarian.

last chance- go to the website of the country's dept of family services and see where they will refer u to

good luck
