I have to write a paper for my collge American Government class and I need a topic(issue) that Congress and the President either don't see eye to eye on, or do see eye to eye on. I have looked online and I am having trouble finding sites that give me information.
And one other question - who makes up congress? are those all the senators from the states ( The U.S. Senate?)

Congress has two houses:
1. House of Representatives (over 330 members) - based on population.
2. Senate - 2 for each state, regardless of population

Try writing about the War Powers Act, it's very interesting.

Why dont you write about how all the Senators (dems and Republicans) supported the war and then when the Democrats found that they could make a political issue out of it they turned on the President. And along with their news media made it look like we are losing the war just so they could lie their way back into power.
