I believe Vince is telling the truth when he says it was purely a business decision. When Debra Micelli (Alundra Blaze, Madusa) left the WWE and went to WCW, Eric Bishoff decided that it would help his business by having her dump the WWE Women's Championship belt in the Trash. With Bret as the World Championship, it could very well have been the same way, in Vince's eyes. I firmly believe that it hurt Vince to do it, as close as he and Bret were, but it was a risk that he couldn't take again.

Bret Hart was getting old and Shawn Michaels was up and coming. Rumors were circulating that Brett was going to go to wcw anyway even if he won. The match didnt go as plan because both Brett and Michaels were fighting on the outside of the ring and wouldnt go inside the ring. Mcmahon said get him in the ring and Brett wouldnt do it until after 8 mins. When Michaels executed the sharpshooter, McMahon rung the bell saying brett tapped.

bret hart actually didnt mind losing the belt via the script at that time but he didnt want to do it at monteral he wanted to do it the next day the day he left for wcw. but mcmahon wouldnt allow that

the short of it, bret was soon to be a free agent, got very difficult during negotiations and played hardball to agree to vince's terms.
