Theodore Roosevelt, because he not only reformed big business and expanded U.S. territory, but he also set aside more land for conservation than any President before or after (he started the National Parks Service). The greatest environmentalist President ever and he was a Republican, ha!

What do you mean by "best"? Generally the person who is the wisest or the person who is the greatest humanitarian may not be the person who is the greatest administrator or the most charismatic. Different people are great in different ways. Many heads of state, though, aren't great in any way at all. They just clawed their way to the top.

Pope John Paul II who was head of state at the Vatican. He lead more people than anyone ever. He never went to war as head of his state. He was loved the world over. Now he is being recommended for sainthood.

Second to him would be Ronal Reagan
third would be John F. Kennedy.
