The network could be unsecure but locked to mac addresses. the security is related to encrypting data sent out over the wireless to the internet. If the wireless is locked to a mac address then you would not be able to get onto the wireless but you might, if you had the know how, be able to capture the information they are sending over the airwaves. This of course would be illegal.

Getting on their network to even send a message is unfortunatley illegal. Sometimes you can track it down by the name of the wireless. I'd suggest if you live in an appartment ask around who's it is wifi dosn't go insanely far so I bet 4-5 appartments away at the most. To gauge how far away they are look at the signal strength meter. If its low then they're far away, close and you can just ask the person next to you.

Technicaly there *is* a way of finding them if you log onto their network. Likely if they have an unsecured wifi point they havn't turned off messanger. Check out the link I provided and you can send a message to anyone on the network.

I wouldn't worry about getting permission from them. If they left their network wide open, it's there for the taking. If they were concerned about others using their connection, they should have locked it down.

And no, there's no way to tell who owns the network, short of going door-to-door and asking.
