Every week I burn about a quart of oil, and there is blue smoke coming out of my tailpipe

blue smoke out of the tail pipe is evidence of oil consumption/burning. if you have high mileage, then you are probably leaking past the piston rings into the combustion chamber or you can be leaking past the valve guides in the cylinder head, also going into the combustion chamber.

worst case scenario, you are leaking oil across the head gasket into the combustion chambers. some head gasket leaks can be internal and not necessarily external. these can actually cause meltdown in the cylinder walls and across the tops of the pistons. i've seen some pretty bad examples of this.

Your engine is probably pretty shot, rings bearings etc, apparently you are not in California, this would get you off the road pretty quick. You have a few choices, rebuild the engine,
Get a boneyard engine, or donate the vehicle, good luck
