You probably do not need the gutter. However, this depends on your local utility company's rules. Here in Montana, we are permitted to run a conduit from each disconnect directly into the CT cabinet. However, I have worked in other states where this is not permitted.
You also need to check with your local building codes department to ensure you are able to do this work legally. Most areas do not allow homeowners to install their own service entrances.
You need a permit for this work. Every utility company that I have ever worked with required a permit before they would upgrade or turn on your power.
I highly recommend hiring a licensed electrician for this project.

Its obvious by your question and your spelling that you have no idea what you are doing. Sometimes my friend, it is best to let professionals handle professional work. Hire a licensed electrical contractor and have him do the work. This way, you'll prevent costly and perhaps dangerous mistakes.

The max of you allowable service is determined by your incoming power lines as in loss in transmission. You can put a 100 amp service on but if you only have 200 available then you're done...

it wont pass inspection. you need busbars SIZED to carry that amperage = or it'll melt ;;;; no offense but the ol' saying goes; " enough knowledge to be dangerous" , comes to mind
