how can i downgrade my psp to 1.5

upgrade to 3.03 using any official EBOOT.PBP

then downgrade using the Easy Downgrader for 3.03

Upgrade to 3.03 and then downgrade from 3.03 to 1.50. However, you will need an unpatched copy of Grand Theft Auto: Liberty City Stories.
