Whatever the Clinton White House knew, was important enough to risk Sandy Berger's burglary of the national archives when he was sent to smuggle out classified documents . It is said to contain info about 9/11 that the Clinton's feared - if they became public ..
FBI agent in the Clinton White house mentioned that Hillary Rodham Clinton called the shots - so , knowing how undeniably ruthless she is - anything is possible . However ..we do know terrorists admit responsibility for 9/11 . The proof is there , as well . But-questions remain - as to why the Clinton White House gave them a pass after the first WTC bombing..And WHY Clinton refused to take Sandy Berger's call when we had pilots in the ready-poised to strike Iraq ( after Clinton's rhetoric on that issue )- and here sits Bill Clinton -unable to be bothered with national security issues during a golf tournament .And WHY did Clinton refuse capture of bin Laden from the Sudanese ??

I think they did participate but unfortunately, they were on the receiving end of the line. This was one of the worst days in American history. Don't belittle it or the deaths of all those people by turning it into a joke or worse intimating that any American had a hand in it.
Ask a new question, one that isn't so offensive.

The Republicans probably didn't either, though they had an awful lot to gain, politically and financially as post and concurrent 9/11 history is bearing out.
