Easy all you need to go to is Ebay get an account and search psps and there may be some cheap ones or you can go to a local store where they sell cheap things!

Go to psp-hacks.com and click free psp on the left. It looks like a scam but it sort of is and it sort of isn't. From the coments most people have gotten psp's for roughly $60-70 by completing simple offers. Yea it's not a FREE psp, but it's still cheap.
You can also go to New York City and spend 2 years roaming the streets looking for a lost PSP.

The "cheapest" way I can think of is to find someone who will sell you a used one. If that doesn't work the next choice for me would be Ebay
