Definitely the Beav. With Ward coming of age around the time of the release of the of the propaganda film, Reefer Madness, and being in a more populated urban area, there was probably more governmental "education", where as Andy probably wouldn't have known it from gypsum weed!! So my wife and I concur.....beaver would probably been shipped off to military school or something wild.

he's always doing stupid things..whereas Opie is just slightly dumb in his decision making. And Opie would probably have Barney on his side.

WellOpies dad is the law so he would get off. I am not sure if Ward has any connections so I would say The Beaver.
