The same as the difference between rain and a rain shower. Snow and rain come from stratiform cloud - altostratus and nimbostratus; showers of snow or rain come from cumuliform cloud - cumulus and cumulonimbus.

Snow is more frozen and snow showers are wetter and make the road more dangerously slippery than snow.
