Please be more clear, is it a bit messed up or is it dead?

If it's still alive call the number now and let the owners know their cat needs help. They have the right to decided if they want to take it to the animal hospital to try to save it or have it put down.

If it's dead, you should still let the owners know and where to find it's body. For many pet owners their pets are a member of the family and it's much more devistating not know what happened. They'd probably spend hours putting up missing cat signs and agonize over the poor thing until they finally come to terms that it's not coming back.

okay, somebody just ran over YOUR pet, it had a collar for ID, but it was just but in a bin. How would YOU feel?
It may be difficult to contact the owner, but at least put the cat on their doorstep so they can have peace of mind what happened to the cat and can give it a decent burial. If the collar has no ID, you can't do this of course, but I think burying the cat would be more humane than just dumping it in a bin. I found a dead cat on my front lawn last spring, no collar, but I contacted all the neighbors to try to find its owner, cuz it looked too cared for to be wild. No one claimed the cat, so after 24 hours, I buried it under some bushes in my yard.

If you have a heart, take it to a 24 hour clinic for
immediate treatment. Accidents happen, and you
are not at fault if a cat crosses the path of a car, but
at this point, you may be the only person that could
potentially save its life- if you leave it, it may die.

If it has a collar, there may be a rabies tag which would
make locating the owners quick and easy.

Do the right thing! You will feel better about yourself for it.

Alive, or dead, it may have a microchip implant. You can take it to a vet clinic or an animal shelter that has a microchip reader/scanner. If it has one, they'll find a number that they can trace to the owners. Then they will call and tell the owners...and you don't have to explain to people that you hit their cat. If it's dead and doesn't have a chip, they might at least have a better way to dispose of the poor thing. If it's still alive, and they can find a chip, it's out of your hands to decide to treat or not. If they can't find an owner, they'll probably make you pay to treat it, but most would euthanize it free if it's injured.

excuse me i am an animal control officer that is a felon you need to return it to its rightful owner what if i hit you should i just toss you in the bin i don't think so u are some sick person you need to be fined and a little tip for you next time you should watch where you are driving and if you can not locate the owner put an add in the newspaper saying found cat so if the owner calls you can give them the bad news and you should give them like $50.00 or buy them a new cat that looks like the one you killed

please do the right thing

If there's a number on the collar, I'd call it from a public phone somewhere, in case some fruit loop trys to make you pay for their cat or something. You can always tell them where to find the corpse if they want it. If there's no number on the collar, I'd throw it in the bin.

you said it was messed up not dead. I would take the cat to the vet and tell them it ran out in front of your car. if it has a collar they can find the owner to charge them for the bill. If they can't fix the cat they will put it out of its misiery. If the person can't pay the bill they will send it to the shelter.

If it has a collar it must be some ones pet u should see if any one around owns a cat or if its alive take it to a vet

I think you should put up fliers.On the fliers say something like found cat. If not that then bring it to the nearest animal hospital. Try to clean the collar and see what it says.

The cat or the collar....you are not very clear with your question...did the cat die or did the collar get mangled? Or am I just not reading it right?
