Does a continuous recording of "This person is unavailable" mean that the phone number is disconnected?

Whenever I call certain cell phone numbers, there is always a recording that says "This person is unavailable. Please try again later." Is that number disconnected or is my number blocked?

It could be a variety of things. The number could be disconnected, your number could be blocked, or the person could not have a voicemail set up and their phone could be off.

Tell them you have a sucky cell phone plan and you only use your phone on a need to basis so you don't run the bill up :) If they ask for your home phone say your dad is overprotective and freaks out when boys call.
