If this is happening when it is wet the rubber seal on the window where it rolls down into the door are probably worn. They are rubber and usually covered with felt. You will probably need to replace these. You can't lube them because the lube will be on your window every time you roll it up and down. These area's are usually the reason a window freezes up in the winter. They collect dirt which holds water and this freezes. A good cleaning will show you if they are still in good shape.

clean the tracks out that the windows roll up and down in on the front and backside of the glass. you can do this with a spray cleaner that doesnt affect paint, then lube the tracks with silicone spray. old grease may be binding the glass.

you can remove the door panels and grease and oil everything that has to do with the track assembly on it,its probably just binding ,but lubricating it will help it a lot unless the regulator assembly is worn out, good luck, hope this help,s.
