can a code enforcement officer evict someone with code viloations without due process

I do not believe you can be evicted for any reason without due process. You residence may be condemned forcing you to leave, but you still likely have the ability to legally challenge that decision in a court.

No. A judge must evict you. Code enforcement will only make a record to be used against you and even then, as a renter, he usually isn't concerned with you, but rather the landlord/property owner.

Under some circumstances, yes. It depends on the code violation and whether or not it involves an imminent danger.
