I don't think that he is gonna show up at mania. He might have just signed a legends deal, which means that they can show his matches on WWE.com. Even Vader has one still with the wwe.

I know I saw it too. I was jumping around last week because I thought he was coming! but my hopes went bye-bye. And i think the special referee might be him or austin. And if he doesn't come as a special referee he might have a match on WM23
