My ears were pierced with surgical steel hoops... they are just hoops with a little ball on each of them. I've tried twisting the balls endlessly but I can't get them undone.

The balls might snap into place. if this is true or you want to find out follow these instructions.
1. using your index and thumb (two strong fingers) on your non-dominant hand hold the loop in place tightly (you shouldn't be touching or tugging on the ear lobe itself.)
2. Then using the same two fingers on the other hand palce them on the ball.
3. While making sure to keep the ring steady with your non dominant hand pull on the ball side ways away from the head out of the loop( easier than pulling down) to remove its grip between the bar.

the little ball should screw off if ur talking about the kind of hoops i think ur talking about
