Ordinarily yes, but not if something disturbed the natural growth. There are many insects and bacteria that can destroy the seeds inside leaving the pod intact. Under normal conditions mature bean pods will have seeds.

does certainly sound like the "Golden Indian Bean tree" or the Latin call is Catalpa Bignoides. The leaves could be easy green with 3 factors on them and two times the size whilst finished grown as a guy hand, the flowers are trumpet shaped
