Domain Name: "Yahoo.com" is a domain name. You have to register the name for a minor cost. Search for un-used names at many places like GoDaddy.com. They are cheap to register.
You will also need a host (shared server) to put your final design on. Also cheap at GoDaddy.

You can use many things to built your free web site. Such as edit plus ( http://www.editplus.com ) and even a single notepad program that can edit most of HTML, ASP and other files but you'll need to know HTML well for doing your web site on your hands. This really depends on what are you planning to do 'cause if you want to create some images you can use GIMP ( http://www.gimp.org ) which is a free software to edit images. You don't need to buy a domain name you can use free server such as yahoo geocities or other. But they are limited in space and also does not support some languages that run at server such as PHP, ASP and does not have a database so you cant create a forum or a guest book and also they have ads.

OK.. first off... you will need either Macromedia Dreamweaver or Microsoft Frontpage... I would suggest Dreamweaver... it is very simple to use. second thing is learn HTML or at least get an idea from www.w3schools.com and then you'll need a domain name and a hosting service.... a domain name is what you type to go to a website... like www.google.com or www.fbi.org or whatever... it's not expensive... you can get it for only $4.95 a year at www.netfirms.com or you can pay $25 a year with free hosting on www.doteasy.com

http://www.interkeys.com/htmleditor can give you more info on html editors (good ones) but I would recommend using NVU editor (www.nvu.com), it's free and wont tie you down to one method of editing. NVU pages can be transferrable to frontpage or dreamweaver html editor and nvu is free to the public,.
For free hosting, try google pages pages.google.com or yahoo geocities ,
its sort of free hosting, but you are limited to a subdomain on googlepages & geo has ads on your website - otherwise I would use http://www.interkeys.com/tophosts to get one for a few bucks a month with 500 GIG bandwidth and the rich with features
its up to you how developed a site you want and if you want to use your own domain name, a domain name is simply the name for your website (like yahoo.com , people enter yahoo.com to go to yahoos website)

If you're looking for a free website editor and don't want to pay money for Frontpage or Dreamweaver, you can use Nvu (http://www.nvu.com/ ), which is free and open-source.
It lacks in features and polish compared to the other programs, but nothing beats its price.
If this a one-time deal, you may want to try to use a trial version of the new Microsoft Expression (http://www.microsoft.com/products/expression/en/web_designer/default.mspx ).
This is assuming, of course, that you don't want to hand-code your site in something like Notepad or any other source code editor - there are plenty to choose from in this category.
