Is my recycling bin going nuts?

When I drag a folder or file into it, instead of asking me whether or not I'm sure I want to send it to the recycling bin, it asks if I want to delete it! If I say yes, it automatically gets deleted without being stored in the recycling bin. What's going on here?

If the file size exceeds the settings for the recycle bin, it will just delete it, instead of just keeping it in the bin. Right click on the bin, and click "Properties". Make sure the settings are correct.
