No. It's something that we learn. Some might have tendencies toward that but wouldn't actually kill unless trying to impress someone. They probably start out killing dogs or cats at a young age but always with someone else present. Someone to encourage them. Then they graduate to more and more gruesome things. That makes them comfortable with killing. Then if they happen to have a bad temper along with their comfort it is only a matter of time before they advance to murder. Once they have murdered someone the next time it is so much easier.

Unfortunately, there probably is. Serial killers enjoy their crimes. They usually start early by hurting animals.
