As theres no law against the F word and others what can be done about dealing with neighbours who constantly use it when your kids are in the garden...When my husband and i split up i had to move into an area that was less that i've been used too...I'm surrounded by idiots and no gooders. How am i supposed to teach my kids right from wrong when so many make it difficult for me!?

A couple of points:
1) The difference between right and wrong has little to do with habitual cursing.
2) I'm sorry that you don't live in the nicest neighborhood in town; but I hope you don't believe that living somewhere more upscale would make it less likely that your kids would be exposed to cusswords, or drugs, or sex. That's simply not the case.
3) Parenting was always difficult. Other parents have figured out their own solutions, and you'll just have to do the same. Good luck.

Wow! I lived in a condo, and had a neighbor just like yours! I was also flooded by this same person repeatedly. If the police receive enough phone calls/complaints about someone, they have to take action on it. In the condo I lived at, they were allowed 4 complaints to the police that were legit complaints. After that the landlord was fined. The landlord had a choice of paying the fine, or evicting their tenant. If nothing's done, they go after the landlord/homeowner with hefty fines. You also need to continue to file complaints with management and the HOA. They should be fining the tenant, and the tenant should be on record with them vs. an illegal tenant. Also, some homeowners of condos get lower mortgage rates by claiming they live in the condo, while they're actually renting it - they also get lower insurance rates too... so this might be something worth looking into. Make sure you document everything that transpires so that when you do complain, you have a record of the crazy neighbor's antics to show to the police and management. Good luck!

First off, saying the "f word" doesnt make them "idiots and no gooders". Thats pretty judgemental based on not very much if you ask me.
Second, right and wrong are all a question of perspective. Whats wrong to you isnt wrong for everybody.
Thirdly, you could politely ask them to keep it down when your kids are around, without letting your thoughts about them being idiots slip out. Or you could just tell your kids its "wrong" and not worry about what others do.

Solicit their cooperation. Explain your problem and request that they refrain from using profanity around the children. At the same time, keep an eye out for a better place to live. You can't make a silk purse out of a sow's ear.
If the profanity is the tip of the iceberg, seek the cooperation of the police. When the neighbors discover that you are on speaking terms with law enforcement, it will be a wet blanket on their par-tay.
