Manchester United. Though Everton should be they're not really. Everton have nothing on their city neighbours and will need a miracle to actually catch up with Liverpool. Manchester United are their nearest rivals, as they both hate each other and are both the 2 most successful teams in English football. Man U have won more FA Cups than Liverpool but Liverpool have won more Leagues than Man U.
