I don't see any program that comes with the usb drive.

You can't format that drive. It's a special type that encrypts data and is suppose to come with a password you need to access it.
If you have the 2GB model, try http://www.acp-ep.com/backup/index.html

click Start>Programs>Accessories>Command Prompt

Whatever program you have on there is right protected. It might be possible to "undo" the right protection. Find the program - you know that it will not be any of your text files, etc. Right click on the program or file - go to properties - if the file is checked "read only" uncheck it.

Look at the thumb drive itself: it might have a Lock or Hold switch which you need to slide to Off before you can write to the disk. It's a protective measure against accidental data destruction.
