The bridge had rotted away. The exact quote is, 'There had been a bridge of wood across, but it had rotted and fallen leaving only the broken posts near the bank.' It was very bad water, having earlier been informed by Beorn (man/bear), it was enchanted and they had to capture a boat from the opposite side to get across, however, Bombur fell into the water after a surprise animal attack and ending up being in an enchanted sleep and when he woke up weeks later, he couldn't remember anything since the day they had had Bilbo's party, before they had set out on their adventures. There was no bridge. In order to cross the enchanted stream safely, the dwarves and Bilbo had to hook a canoe that was landed on the other side of the stream. They fashioned a make-shift pulley system using rope and the trees overhead to cross the stream. Ah, but one dwarf didn't get across in the same condition as the others...
