No you can't run any at that particular firmware but it can be downgraded if you have an unpatched version of GTA.

Once downgraded you will be able to do a stack of things and you won't even need devhook to do it.

Be careful when downgrading though as if you don't do it exactly as you are supposed to you can brick your PSP

Yes. In order to run emulators, you need to downgrade to v1.50. For v.3.03, you need an unpatched copy of Grand Theft Auto: Liberty City Stories in order to do that.

Also, downgrading is very risky and if you are not careful, you can make you PSP completely useless.
