An M1 is a 1976 which is the first year of production by the way.

The only correct way to measure fuel level is with a gauge which can't be used on this model because it doesn't have a drain screw on the bowl.

The manual will tell you to remove the carb and place it upside down on the bench and bend the tab until the arms are parallel with the body.

That works if all the parts are new, but maybe not so well on a 30 year old carb. If you are having trouble setting the level then the float valve is probably worn out. Replace it with a new one (Part number 16030-001). Check the floats to make sure they don't leak. (Submerge them and watch for bubbles and shake them and listen for fuel.) With new parts you can use the parallel method.

A good way to check all carburetor float levels -
--Remove the float bowl.
--Turn on the fuel.
--Lift the floats by hand.
--The fuel should stop flowing when the float arm is parallel with the carb/float bowl mating surface.
